My name is Tory Wagoner. I am a Professional Civil Engineer in the state of California. I graduated from the University of Wyoming in 1997 with a Bachelors Degree in Civil Engineering. I have performed all phases of Engineering, Construction Management and Project Management for government and military contractors since that time. I worked in Santa Barbara from 1997 to 2003 for a large Engineering firm designing and building many projects for the local County and Cities. I moved to San Diego in 2003 and worked on a project for the City of Carlsbad with the same company. After the completion of that project I and my wife decided to remain in the San Diego Area. I have since worked for different contractors doing Quality Control (I am Navy Quality Control Certified) and Project Management on all of the bases in San Diego and the Naval Southwest Region.

Project Manager
For more than 4 years Mr. Wagoner has been the Task Order Project Manager for a large $40+ Million Advanced Metering Infrastructure (AMI) Project being implemented throughout the entire South West Region of the Navy on more than 12 Navy and Marine Installations. He assists with the project design, coordination, testing and installation management, performing both Project Management and Quality Control functions. The project consists of building a combination wired/wireless network using advanced electric meters, data recorders, mechanical meter pulsers, radios, switches, modems, WIDS devices, computer servers and workstations among other things. The system then brings the utility usage data back to the customer automatically without the need for a traditional “meter reader”.
