July 2012–April 2016: ManTech International Corporation, Senior Proposal Manager

Developed capture strategies to refine solutions and develop themes, helped proposal authors write clear and persuasive proposal sections, and incorporate feedback from color team reviewers and division managers.
Responsible for the full life cycle of proposal development, duties included analyzing RFP requirements; developing proposal schedule, outline, and compliance matrix; creating section plans and helping with mock ups; managing diverse teams; and ensuring RFP compliance.
Managed multi-million dollar proposal efforts consisting of teams of various personnel. Teams included, executive management, contracts personnel, capture managers, tech writers, SMEs, graphic artists, proposal coordinators, editors, desktop publishers, pricing personnel, and many others.
Authored a white paper entitled ManTech’s Security Operation Centers (SOC) Advisory Board Exchange (MSABE) that will create an alliance and synergy between the ManTech-supported SOCs and better position the company to win other Federal SOC contracts by making ManTech the pinnacle company in providing SOC services.

June 2010–July 2012: Bowhead Professional & Technical Services, Inc., Senior Proposal Manager

Directed the development of the Ukpeaġvik Iñupiat Corporation (UIC) (Bowhead's parent company) 2012 - 2016 Corporate Strategic Plan. Worked closely with board of directors and executive management to define goals and develop content for the plan. Supervised and coordinated the plan's development and production team consisting of technical writers and graphic artists.
For Bowhead's Fiscal Year 2011, supported 45 proposal efforts (20 opportunities as prime; 20 opportunities as a subcontractor; and 5 sole source opportunities). As such, significantly contributed to the 58% win rate (the 16th Annual Grant Thornton Industry Survey reported an industry-wide 36% win rate). None of the proposal losses (total of 16 losses) were attributable to the technical, management, personnel, or past performance proposal sections which are my areas of focus.
Served as the Assistant Director, Capture and Proposal Development; supervise the workload of department personnel that averages seven personnel.
Planned, scheduled, oversaw, and participated in discrete assigned proposal efforts (competitive, set aside, sole source, sources sought, Requests for Proposals (RFPs), and Requests for Information (RFIs)).

Designed, developed and maintained the entire NAVO MSRC internet and intranet websites, including HTML, javascript and cgi-perl coding, and the creation of all graphics used on webpage.
Built an extremely effective web-based distance learning package. Provided synchronous and asynchronous encoded audio/video streamed with synchronized media over the internet using Real Networks products. Self-grading quizzes and exercises were also provided.
Developed several complex internet/intranet tools for automation of NAVO MSRC tasks. One such tool was the system status tool, which monitors the status and queues of each MSRC system.
Developed an internet/intranet configuration for the Center. Provided hardware, software, network and database configuration to provide for the Center’s internet and intranet needs and oversaw the purchase of equipment.
Performed technology transfer for university projects to transition into MSRC.
Built informational CDROMs for various seminars and conferences.

Performed quality assurance duties for the U.S. Naval Oceanographic Office’s MSRC, Super Computer System located at the John C. Stennis Space Center.
Developed and maintained the QA website which is a reserve for all contract deliverable reports via the internet. At the time, this was a very innovative project since the internet was still in its infancy. Proved to be a valuable source for providing the customer with required reports while eliminating large quantities of paperwork.
Organized and constructed all contractual publications and reports required by the U.S. Navy.
Performed configuration management of facility hardware and software.
Procured Government approval for all modifications made to the supercomputer system through presentations to the Internal Review Board (IRB) and the Change Control Board (CCB).
Conducted operations with third party hardware/software vendors.
