Mange full cycle turn-key deployments of P25 Land Mobile Radio Systems and 911 dispatch consoles for public safety agencies and/or municipal government in multiple states.
Areas of responsibility were RFQ/RFP process, contracts engineering and design, site acquisition-zoning-permitting, staging and factory acceptance, full deployment and field testing to meet the requirements. This included new site builds, site and tower upgrades, microwave and fixed backhaul, power systems and backups, site acceptances, dispatch console installations, integration, final systems acceptance.
Full projects included City of Richardson-TX, Sedgwick County.-KS, City of Lexington-KY, City of Trenton-NJ and Westminster County.-CO.
In parallel I worked on the RFP bid team for larger project responses i.e. Maui- HI, Monroe County- FL, Sarasota County-FL, Douglas County and Clermont County-OH, State of Hawaii. Of 13 bids, 6 were awarded.

Microwave backhaul deployment for T-Mobile’s UMTS network rollout in Puerto Rico. 113 sites. Challenging urban and mountain sites plus local culture required a very diverse deployment strategy and logistical plans that were successful and met exceeded all expectations.

Project initial award was 40 sites. 2 subsequent awards were given as a result of exceeding client expectations and completion ahead of schedules. Further, I successfully managed an AT&T Fiber/Ethernet (FTTCS / ETTCS) beta trail in the south Florida market earning additional opportunities for the company.

Tallahassee city/Leon County LMR P25 Public Safety Radio System project. Managed the construction/installation phase of project to include new site builds and installation of P25 / Astro 25 Land Mobile Radio (LMR) system as well as tower structure upgrades, site upgrades, DC power systems, large-scale battery back-up systems, generators, microwave system, antenna systems, HVAC, FM-200 fire suppression, fixed network equipment and radio dispatch consoles. Phases included; civil and RF design, site acquisition-zoning-permitting The client considered the project a huge success by exceeding expectations in quality, timeliness and team play. Temporary contractor to Motorola through Comdex.

T-Mobile UMTS Miami, FL market. Assigned the north region consisting of 88 sites. Oversee GC construction and tower teams in the installation of Nokia Flexi equipment with new supporting antenna systems. This was a highly visible and aggressive new technology build-out of a very large and important market. Established several standards and methods for use throughout phase 1. The system launched on time with my sites completing ahead of others without issues. Temporary contractor to Nokia through Lemcon.

Recon management of emergency hurricane restoration in Puerto Rico of 7 toppled critical mountain top sites.
Technical evaluation of carrier tower assets for proposed acquisition and tower and site audit project of 1200 Bell South and 1800 Bell Atlantic sites ultimately acquired.
Participation in the development and implementation of an internet based program that automated co-location application processing, provided complete online site information for internal and external users, ensured engineering integrity and replaced manual engineering processes. Recognized with award at Tower Summit Las Vegas 1999.
