Professional Profile

Seasoned construction professional with over 18 years of construction experience, serving in various roles from laborer to project manager, and 12 years of military leadership training in the US Army infantry from rifleman to section leader. This combination of construction and military experience forms a hands-on, lead-from-the-front and by example leadership style. Extensive quality control experience in project verification and documentation; materials workmanship, production and operations in keeping with USACE EM-385-1, OSHA, corporate and a wide variety of federal, state and local regulations. Project Manager, Project Superintendent and Construction quality control (CQC) with supervision experience including workmanship, material handling, scheduling and direction of labor. Scheduled delivery of projects and completion dates. Read, interpret plans and communicate to the architect resolutions to discrepancies in specifications and plan sets. Ensured construction drawings and specifications were followed along with approved submittals verifying materials installed.

McTech Corporation (July 2015-May 2016)
General Superintendent, Customs and Border Protection Dormitories & Conference Center. Harper’s Ferry, WV $56,000,000.
The project consists of the construction of approximately 173,065 gross square foot Conference Center and Dormitories at the Customs & Border Protection (CBP) Advanced Training Center, including a state-of-the-art conference center and associated site work and utilities infrastructure. High level finishes and FFE packages complete the fit-out and furnishing of the facility. Specific features include multi-story buildings, individual dormitory room heat pumps, building-wide HVAC systems, access roads, parking lots, security and monitoring systems, multiple elevators, fire protection and alarm systems, audio-visual system integration, IT (after occupancy), landscaping, and irrigation systems. Higher level finishes included in the project involve significant case work, granite countertops in each resident room, detailed woodworking, specialized paint and coating requirements, and level 5 finishes in common areas and the conference center.

Responsible for the Quality Control Management for the replacement of mechanical systems that were damaged by Hurricane Sandy. Responsible for submittal requirements, project inspections, control and implementation of all test procedures, review and approval of monthly subcontractor pay applications,  review and update of monthly baseline schedule, waste management plan, tracking of construction deficiencies/corrections, RFI’s, and management of As-Built documents.

The new SO/AMU F-22 Hangar Facility consists of a two-story 77,355 SF administrative/maintenance shops and squadron operations area, a 6-bay F-22 maintenance hangar, and a single story shops/building utility lean-to structure. The first floor AMU area consists of the following areas: Support Section area, Storage Support room, Storage Classified room, Support TODO office, Chief Support Flight office; Life Support area which includes Aircrew Flight Equipment room, AFE Laundry room, Oxygen room, Life Support Equipment room and Egress Procedures Training room; IMIS area which includes IMIS Un-classified room, IMIS Classified Server room, IMIS Classified room, Classified Debrief room; Administrative areas; and support facilities. The second floor Squadron Operations area consists of a Secured area, and Non-Secure area, which consists of the following: Operations areas that includes OPS Display area and Operations lobby area; administrative areas which include 531FS Commander office, 199FS Commander office, 199FS DO office, Airfield/Ops Support Staff area, Flight Commanders area, open office cubicles for Command Support staff, ADO/Schedule & Training, Mobility Storage room, Conference room, Publications Storage room; Main Briefing Room with 66 fixed seating/arm desks. Photovoltaic Roof and Parking systems for Solar Hot Water System.
Infrastructure work includes parking lot improvements (both PCC and asphaltic concrete), road resurfacing, sidewalk and curbs, landscape improvements, new water lines, new sewer lines, new lift station, and electrical upgrades in addition to new fire water supply lines including a new glass-fused water storage tank with a 52,000 gallon capacity.

The Project consists of 3 miles of High Security Fencing, 7,000 SF of single story buildings and 19, 000 SF Structural Steel Canopies
Construction of a new waterfront security enclave project encompassing the waterfront perimeter of Strategic Weapons Facility, Pacific. This project includes construction of over 3 miles of High Security Enclave Fencing Systems (EFS) and above and below ground Perimeter Intrusion Detection and Assessment System. (PIDAS). Construction of new concrete single story Personnel Entry Control Buildings (2). Install Ballistically hardened Prefabricated Guard Shack Buildings (2) and Vehicle Entry & Inspection Control Areas (4). Project work scope includes construction of new paving (Asphalt and Concrete) for roads and vehicle entry areas and new gravel access roads. Installation of new Electrical & Mechanical utilities systems, demo and modifications to existing utilities systems both above and below ground, activities included the installation of underground electrical vaults, pad mounted electrical transformer, installation of new light poles and camera towers, and installation of new steel girder bridge over an existing marsh area.
Role & Duties: CQC System Manager -- Implementation of the Contractors C.Q.C Plan, which included the three phases of Construction Quality Control, the Preparatory Phase, Initial Phase, and Follow-up Phase. Gathering and review of project submittals, RFI, keeping up to date project deficiency / rework items list. Providing daily C.Q.C reports, testing logs, posting of project drawings and all close out activities.

Served as Quality Control manager for the Hull Cutting Project at Pegut Sound Naval Shipyard. Assembled documents and created an organized Quality Management System capable of implementing and maintaining a CQC Program to ensure subcontractors’ and suppliers’ conformance to the contract drawings and specifications. Coordinated material testing laboratories and maintained CQC meeting notes and a noncompliance log. Inspected materials and equipment for conformance to the contract requirements and ensured proper handling, storage, shipping and issuing of materials and equipment. Enacted the three phase Quality Control Methods by implementing Preparatory meetings, Initial Inspections and Follow up Inspections. Overland Corporation (Jul 2012-Oct 2012)
Quality Control Manager (Consultant). Homeland Security & USACE. Border crossing Station, Montana/US-Canadian Border.
Acted as Quality Control Manager and Site Safety Manager for a new construction of a remote border crossing station. The Station consisted of one large Salle Port, one drive thru-lane, protective guard booth enclosure, office space, two holding cells, two interrogation rooms, kitchen facilities, full mechanical and secure communications areas and one detached guard quarters building for housing. Jacobs Engineering wind generator installed on site for LEED purposes towards accredited status.
Responsibilities included inspection of installed materials and equipment, review of ATFP requirements, submittal processing, subcontractor review of work and onsite safety. Commissioning, Closeout and Corrective Actions of a near completed structure and project in preparation of turnover to the Government were the main duties of this position.

MWHC- (Apr 2007- Jan 2012)
Resident Engineer, Southern Delivery System, Colorado Springs, CO.
Served as one of four Resident Engineers for this $3.2B design-build project for development and construction of a 63 mile water delivery sixty-six inch diameter pipeline from the Pueblo Dam and reservoir to the City of Colorado Springs. Along with 63 miles of pipe, the project includes 3 pump stations and 1 WTP. Responsible for Submittal review, Contractor management and schedule and cost management. In addition, ensured full compliance to the contract documents and specifications. Coordinated with Safety Officer and maintained a safety culture for the Project Site and Contractors Employees in accordance with OSHA standards.

MWHC- (Apr 2007- Jan 2012)
Site Manager, Quality Control Manager, Price Landfill Remediation and GWTP, at Pleasantville, NJ.
Assembled and trained a competent QC staff capable of implementing and maintaining a CQC Program to ensure subcontractors’ and suppliers’ conformance to the contract drawings and specifications for this $30M GWTP. Coordinated material testing laboratories and maintained CQC meeting notes and a noncompliance log. Inspected material submittals and equipment procurement for conformance to the contract requirements and ensured proper handling, storage, shipping and issuing of materials and equipment. Assumed duties of the project Site Manager to ensure production met the projected due dates. Coordinated with the subcontractors for the final features of work and the design team in order to meet the Government requirements for the GWTP facility for the project.

General Superintendent, Company Operations Facility (COF), USACE, at Fort Sill, OK.
General Superintendent for this $29.5M design-build project for development and construction of a multi-building complex COF, including a two-COF, 300-person facility; a six-COF, 700-person facility and a six-COF, 800-person facility, which will serve as a primary staging, training and deployment center for soldiers and their individualized gear. Each COF includes an administrative module (office space), a readiness module (warehouse space, including an arms storage vault, wire-mesh supply areas and individual equipment lockers), and an exterior covered hardstand (exterior covered load-out area). The project has been designed and is being constructed to the standards necessary to meet LEED Silver certification. Served as Alternate Site Safety Officer and insured a safety culture was developed and maintained.

QC Manager, Superintendent, Project Manager, Design and Construction of a Space Innovation and Development Center (SIDC) at Schriever AFB, USACE Omaha District, Colorado Springs, CO. $34,000,000. Assembled and trained a competent QC staff capable of implementing and maintaining a CQC Program to ensure subcontractors’ and suppliers’ conformance to the contract drawings and specifications. Coordinated material testing laboratories and maintained CQC meeting notes and a noncompliance log. Inspected materials and equipment for conformance to the contract requirements and ensured proper handling, storage, shipping and issuing of materials and equipment. Assumed duties of the project superintendent to ensure production met the projected due dates. Coordinated with the subcontractors for the final features of work and the design revisions in order to meet the Government requirements of the project. Assisted the Site Safety Officer in maintaining the Safety Program during the course of the project.

QC Manager, Reconfiguration of Building 1141 to RED FLAG-Alaska Coal Warfighter/Support Facility, Eielson AFB, AK.
Eielson Air Force Base and Elmendorf Air Force Base are the home of RED FLAG-Alaska, a realistic, 10-day air combat training exercise held up to four times a year. MWH provided construction services for the $11.3M reconfiguration of Building 1141 to transform it into a dedicated meeting and briefing center for RED FLAG-Alaska exercises. The building is partially located on an environmental restoration program site. The 34,500-sf building is also currently on the State Historical Preservation Office registry. Completion of Building 1141 was critical to the success of the RED FLAG-Alaska mission. Subsequent construction on the building included installation of an auditorium, planning and briefing rooms, security office, classified equipment storage and an area for range equipment maintenance operations. In addition to the completed ductwork, infrastructure improvements included upgrading the electrical, mechanical and fire suppression systems up to meet current Department of Defense, industrial and National Fire Protection Association standards. MWH constructed two top secret Sensitive Compartmented Information Facilities (SCIF) areas located within the southern end of the building. These areas were constructed according to the SCIF requirements established by the US Air Force and MWH has ensured SCIF Accreditation for both of the facilities

QC Manager, Phase VIII Utilidor Repair, USACE District, AK, Eielson AFB, AK.
Implemented and maintained the Construction Quality Control Program to ensure subcontractors’ and suppliers’ conformance to the contract drawings and specifications. Coordinated material testing laboratories and maintained CQC meeting notes and a noncompliance log. Inspected materials and equipment for conformance to the contract requirements and ensured proper handling, storage, shipping and issuing of materials and equipment. Served as the Alternate SSHO for the Construction phase of the Project.

QC Manager, Katmai Child Development Center Addition Project, Elmendorf AFB, Anchorage, AK.
MWH provided construction services (including construction management, weekly progress reports, project controls, bid packages, etc.) for an $868K, 1,628-sf addition to the existing Katmai CDC at Elmendorf AFB, Alaska. The addition included a 248-sf activity/learning development area; a cubby storage area; a food preparation area; a 50-sf eating area; a nursing station; a 290-sf sleeping area, which included accommodations for high chairs and table space; a 38-sf changing station; adult toilet rooms and a storage area for totes and strollers. All spaces include low grab bars, low/open shelving systems and low padded wall bumpers constructed in compliance with United Facilities Criteria: Child Development Centers, UFC 4-740-14, 2002 edition. Additional features to the facility include radiant floor heating and energy efficient air conditioning in compliance with ASHRAE/IESNA Standard 90.1 2004 and LEED EA Credit 1.0. Anti-Terrorism Force Protection measures were incorporated in compliance with the Department of Defense ATFP Standards for Buildings 2003. An enhanced playground area, which is planned for future development, will extend around the rear of the facility.

Served in the roles of Supervision, Safety and Quality Control for the construction and installation of a new EnviroVac sewage system and module. Additional responsibilities included site safety, logistics and jobsite mobilization and demobilization.
