Manage the day-to-day operations of Mills Marine Ship Repair, LLC supporting operational planning, personnel management, cost control, conduct, and execution of all activities associated with commercial and government contracts, while maximizing the operational capabilities of the waterfront.

Provide personnel and resources as required to design, fabricate, assemble and install various products on multiple maritime platforms. Including the review of all project requirements and specifications.

Oversee the maintenance and repair of working maritime platforms, and their respective systems, subsystems and components as required.

Prepare, organize, collect, evaluate, review and/or revise program documentation including, but not limited to, issue reports, program plans, implementation goals, milestone charts, work breakdown structures, impact statements, funding profiles, procurement requirements, planning, control dates, schedules and procedures.

Extensive experience with various naval maintenance activities (Regional Maintenance Centers, NAVSEA Program Offices, TYCOM and Technical Warrants) and Navy contracts/task orders (MSMO, IDIQ).

Responsible for maintaining a trained, competent and skilled work force of supervisory and trade personnel to accomplish all projects and prepare for upcoming projects, including job planning and material requisitioning. Department personnel consisted of six (6) foremen, twelve (12) supervisors and approximately two hundred (200) hourly tradesmen.

Direct and coordinate ship repair production efforts through planning, assisting project managers with scheduling and ensuring required equipment, material and personnel are available to complete all assigned and upcoming work. Responsible for maintaining manning levels through recruitment and growing core personnel.

Successfully coordinated and organized all activities across multiple trade and functional organizations ensuring the project’s schedules, budgets and contractual requirements were met.

Review all job requirements, ensuring all technical attributes are met, budget and schedule constraints are maintained and proper personnel are readily available to accomplish contractual obligations. Assist Project/Program Managers when needed to complete estimates, ensuring reports are submitted with sound technical recommendations and schedule conflict resolution.

Team with Human Resources, Safety and Quality Assurance to maintain all training and qualification certifications. Review and validate all time keeping, and ensuring compliance with all safety, quality, and environmental, state, local and federal regulations.

As Project Manager, successfully managed schedule and cost performance on various ship repair projects (USS Porter, USS Cook, USS Cole, USS McFaul, USS Oscar Austin and USS Gonzalez) meeting or exceeding cost and schedule goals with contracts exceeding $10,000,000.

Managed all operations relative to the construction (fabrication, installation and testing) of the Reactor Plant and Forward Engine Room Modules. These modules constituted of a 1.7 million man-hour budget and included assets in excess of $500 million.

As the Controlled Account Manager, effectively monitored the budget performance through the Earned Value Management System. Successfully identified cost and schedule performance issues and implemented actions to correct negative trends.

Supervised and coordinated personnel while providing engineering support for the safe and efficient execution of all activities associated with the defueling and refueling of NIMITZ Class Aircraft Carrier Reactor Plants (CVN 68 USS NIMITZ and CVN 69 USS EISENHOWER).

Specific responsibilities included monitoring all nuclear operations, personnel and fuel handling evolutions to meet/exceed customer expectations, schedule and budget goals.
