JNS Towers, LLC. (formerly JNS Enterprises, Inc.) was founded in 2000 by Jeffrey A. Staley, a former telecommunications executive.  In the same year, JNS rolled out the Municipal Tower Ownership Program (MTOP™).  MTOP™ was specifically designed to assist municipal officials with the development of communication towers within their communities.
